Orthoimagery combines the image characteristics of a photograph with the geometric qualities of a map. For this dataset, the natural color orthoimages were produced at 0.3-meter pixel resolution (approximately 1-foot). The design accuracy is estimated not to exceed 3-meter diagonal RMSE (2.12m RMSE in X or Y). Each orthoimage provides imagery for a 1500- by 1500-meter block on the ground. The original projected coordinate system was UTM with a NAD83 datum. The imagery was projected into the Rhode Island State Plane Coordinate System in U.S. Survey feet by RIGIS. The resulting resolution in this coordinate system is approximately 1 foot. There is no image overlap been adjacent files. RIGIS combined the original USGS image tiles into four square tile mosaic images. The naming convention as designated by RIGIS consists of vertical columns from west to east from 1 through 12 and horizontal rows from a through p. Variations in this naming system were necessary for areas around the edges of the total image data set and where null images were present. The northwest portion of the overall data set contains a column 01 for rows a-g. Where image mosaics varied from the intended four tile components the mosiac image name contains an upper case H for horizontal or an upper case V for vertical followed by a single digit number designating the number of tiles included in the resulting image mosaic. Purpose: These data have been created as a result of the need for having geospatial data immediately available and easily accessible in order to enhance the capability of Federal, State, and local emergency responders, as well as plan for homeland security efforts. Supplemental_Information: RIGIS has compressed the original USGS TIF imagary with commercial (LizardTech Geoexpress MrSid 4.0) software. AeroTriangulation was performed in a softcopy environment. Every exposure was triangulated to meet accuracy requirements. Stereo-compilation was done in either softcopy and/or from diaps to accelerate production. The original USGS DEMs were used as a base, and modified with bridge DTM and additional breaklines where needed to meet the accuracy requirements, or where the terrain had changed. True Ortho DTM (DTM of buildings) were captured only if needed on selected buildings, to meet the building lean requirement in the task order. DTM was then delivered back to the USGS in compliance with the task order. Sanborn used proprietary software called METRO to rectify the scanned images. Rectification was done using cubic convolution resampling. Color balancing was then performed on each exposure. Sanborns software tonally balanced each exposure to alleviate the effects of hotspots, side-to-side shading within an exposure, and tonal differences between flightlines due to dissimilar conditions at the time of capture. Each exposure was then balanced to predefined target values used throughout the project, creating a dataset consistent and uniform in radiometry. Seams between exposures were determined by Sanborns software to use the best exposure based on proximity to nadir and ground angle to the camera. Seams were manually modified only to avoid splitting buildings or to improve feature visibility. Delivery tiles were then extracted from Sanborns seamless imagery database, named to meet the national grid naming convention, and formatted as defined in the task order. Quality control was performed on each tile to ensure no artifacts or anomalies were present in the imagery.
