Description:
Abstract:
Digital orthophotography for the State of Rhode Island excluding Block Island in true color. This data set contains imagery from the National Agricultural Imagery Program (NAIP). NAIP acquires digital ortho imagery during the agricultural growing seasons in the continental U.S.. A primary goal of the NAIP program is to enable availability of ortho imagery within a year of acquisition. NAIP provides two main products: 1 meter ground sample distance (GSD) ortho imagery rectified to a horizontal accuracy of within +/- 3 meters of reference digital ortho quarter quads (DOQQS) from the National Digital Ortho Program (NDOP); and, 2 meter GSD ortho imagery rectified to within +/- 20 meters of reference DOQQs. The tiling format of NAIP imagery is based on a 3.75' x 3.75' quarter quadrangle with a 360 meter buffer on all four sides. NAIP quarter quads are rectified to the UTM coordinate system NAD83. NAIP imagery can obtain as much as 10% cloud cover per tile. The original projected coordinate system was UTM Zone 19 with the NAD83 datum. The imagery were reprojected into the Rhode Island State Plane Coordinate System in U.S. Survey feet by RIGIS. The resulting resolution in this coordinate system is approximately 3.28 feet.
Purpose:
The 1 meter GSD NAIP is intended as a source for current digital ortho imagery in USDA Field Service Center GIS and for other uses that require ortho imagery acquired during the agricultural growing season.

Color positive film (Kodak 2427) is scanned using Z/I PhotoScan photogrammetric quality scanning machines at a resolution of 21 microns. The scanned digital imagery is used in the Aerial Triangulation (AT) process in preparation for ortho-rectification. The horizontal accuracy of the orthorectified imagery is primarily determined by the quality of the AT solution and the surface model (digital elevation model or DEM). The AT process is initiated with the population of Z/I project files with ABGPS and horizontal control picked from USDA furnished mosaicked DOQQs (mDOQQs) and vertical control picked from the USGS DTED 2 DEM data. Images are tied together using Z/I ISAT automatic image correlation software with supplemental manually read points using Z/I ISDM software. Upon completion of mensuration, a preliminary adjustment is run to check for image blunders and poor image ties using PATB-NT software. Tie points are corrected or added, ground control is measured and the adjustment is run with ABGPS data and ground control. Withholding select ground control points performs quality control of the adjustment. AT is finalized by densifying the control and generating relative and absolute orientations (RO and AO) for each frame of photography. Orthorectifications are performed on the core portion of each image to minimize the radial horizontal displacement away from the photocenter. Each DOQQ is inspected for relative horizontal accuracy with adjacent DOQQ tiles. A sample of DOQQs is inspected for relative horizontal accuracy with the USDA furnished mDOQQs.

USDA FSA NAIP DOQQ's received at the Environmental Data Center, University of Rhode Island, on DVD-ROM. DOQQ's copied to hard drive, then mosaicked into one single, seamless image. ERDAS Imagine software used to create mosaic; USDA-provided DOQQ boundaries served as cutlines, allowing the preservation of the optimal center areas of each DOQQ within the mosaic. Mosaic reprojected to the Rhode Island State Plane Coordinate System, NAD83, GRS80, U.S. Survey feet. Mosaic finally diced using ERDAS Imagine, producing 113 DOQQ's that correspond to the original tiling & naming convention that USDA FSA NAIP selected. DOQQ's were output in TIF format. Each TIF image compressed with its corresponding world file and metadata file using WinZip.
