Abstract:
The Rhode Island Eelgrass Mapping Task Force collected 4-band, 0.5-meter spatial resolution orthophotography June 28 and 30, 2012. Data set contains 5000 by 5000 feet digital orthophotography mosaics. The digital orthophotos in this series have a nominal ground resolution of 0.5 meters. The digital orthophoto mosaics are four band, 12-bit GeoTIFFs and are color balanced to be uniform while still maintaining as much of the original color and appearance as practical. The source imagery was flown on June 28 and 30, 2012 with a Z/I DMC camera. The primary project area includes the entire shoreline of Rhode Island including the coastal ponds or lagoons that are found on the south shore. The shoreline of Block Island is also included in this project. This area includes approximately 943 square kilometers of intertidal and sub tidal habitats.
Purpose:
The purpose of this project was to produce aerial photographs that may be used to document the extent of submerged aquatic vegetation in Narragansett Bay and Rhode Island coastal waters. Conservation and management efforts linking marine and terrestrial environments are currently hampered by the relative lack of data for estuarine and marine areas in comparison to terrestrial areas. The prioritization process identified the need to acquire digital area imagery within the study area. The coastal waters of Rhode Island including Narragansett Bay, coastal ponds, and sounds of Rhode Island and Block Island are the economic, commercial, and recreational lifeline of the state. Most aerial imagery collected for the state focus on the terrestrial part of the state while ignoring the water. This project collected imagery that maximizes the potential to delineate of coastal, estuarine, and marine features. This project collected imagery that will aid in the long-term management and provide a framework for conservation and management across the land-sea interface. These efforts provide important and replicable data and an information framework for ecosystem-based coastal and marine conservation planning and implementation that can serve as a model for other New England estuaries.

Environmental conditions of acquisition: * Turbidity: Imagery was acquired when turbidity was low, not immediately following heavy rains or persistent strong winds. * Tidal Stage: Imagery was acquired within two hours on either side of a low tide. * Wind and Surface Waves: No wind or waves were optimal for imagery acquisition. Low wind under 10 mph was also acceptable. * Sun Angle: A sun angle between 20 and 60 degrees were optimal. Solar glint or glare on the imagery is minimal. * Cloud and Haze: Clouds, cloud shadows and haze which obstruct benthic habitat are not permitted. Orthophoto radiometric resolution of the four band image composites is 12-bit, with a 0.5 m pixel (1.64042 feet). The horizontal spatial accuracy of the imagery is within +/- 2 meters CE95 of position on the ground. Imagery was prodcessed to remove atmospheric effects such as haze and to highlight the spectral response of submerged areas. The imagery has a miniimal exposure variation between adjacent flight lines. The 4 band imagery tiled and named according to the existing USGS digital ortho quarter quad boundaries in GeoTIFF format. The imagery were delivered in Rhode Island State Plane (ft) NAD1983 coordinate system.

Ortho Rectification Photo Science's digital orthorectification process relies on four primary production data sources including digital aerial imagery, camera calibration data, airborne control, and the existing DEM as described above. Photo Science rectified all of the image frames to minimize the effects of radial displacement and to ensure radiometric consistency. The rectification process employed a bilinear interpolation re-sampling method. Intergraph OrthoPro software was used to accomplish the rectification of the individual frames. Mosaicking was also accomplished using OrthoPro software. Image blocks were processed using two distinct tonal matching functions. Each image was processed to remove any hotspots in the middle of the frame. During the collection of aerial imagery, more light enters the lens from directly below the camera than does from the corners of the frame. Even though filters are designed to minimize this effect, some hotspots still can occur. Additionally, all of the frames underwent a histogram comparison process and then were matched to provide a seamless tone image. Manual seamlines are drawn to avoid feature cuts. During the mosaicking process, seamlines were feathered to provide a smooth transition from one image to another. Photo Science utilized a combined automated / manual methodology for maximum cost efficiency and image quality. Tonal matching was accomplished by comparing pixel values in the overlap area of all images. The software modified the histograms of the individual images to achieve an overall mosaic, which will had a uniform tone throughout the images.
